Any advice on how to install TT RSS on Windows 10 without Docker? Maybe there is an exe for run?

TT-RSS is a PHP web application, there are no binaries. Docker is going to be the simplest and most straight forward method for deployments. You can install a Ubuntu WSL instance from the Microsoft app store, install docker and deploy from there.
There are web server applications available for windows that allow you to manually deploy PHP applications but they are even less newbie friendly than WSL and docker.

Docker for Windows works. Install docker and follow ttrss install instructions. I have not been able to get security certificate to work, and apparently you have to be logged in for docker to run (it can’t be run as a service), but other than that it just works
