I’ve noticed there is a MIN_CACHE_FILE_SIZE setting – is it possible to have the opposite, a MAX?

Would it be possible using Content-Length headers, or the length= field in feeds?

probably, but the only reliable way to figure out the size of an URL is to download it. at that point you might as well keep it.
